Obuasi East District Trains Assembly Members And Head Of Departments On Land Use and Spatial Permit Regularization. – Capacity Building

On Wednesday August 9, 2023, the District Organized a Day training programme for the Hon Assembly Members and the Heads of Department in the District on building and other permit. The program was to equip the participant to have in-depth knowledge on issues surrounding permit. It was spearheaded by the Works and Physical Planning Departments of the District.

The program was facilitated by Engineer Samuel Nti-Kyeremeh and Mr. Kwadwo Asiamah Boakye who doubles as heads of Works and Physical Planning Department respectively. Engineer Samuel Nti-Kyeremeh took the participant through Permit, Application and Submission for permit, Fees for Permit and Offences and Fines.

In his presentation, participants were taking through the Objectives and Functions of the Works Department. He talked about the four types of permit that is Development permit, Building Permit, Renewal/Renovation Permit and Demolishing Permit. “Development Permit Is an approval authorizing a person to carry out a development in accordance with zoning, planning standards and structural conditions of the proposed development”.

On renewal of Permit he said National Building Regulation 7, 2016—Building Permit, subsection 3 states: The period of the validity of a building permit shall ordinarily be Five (5) years, except that if the work authorized in the permit is not completed within the time stipulated the District Planning Authority may extend the period on application by the applicant or his agent who must be a person in the building design profession.

With application and submission of permit, he said a permit will be approved for an applicant, must present the following documents Title to Land, Details to Plan, signing of plans of special building and for commercial Residential buildings purposes must also have Environmental Protection Agency Certificate and Fire Permit.

On the Side of Mr. Kwadwo Asiamah Boakye also highlighted on Laws Governing Land Use, Application of the Act and Planning Area, Composition and Functions of District Spatial Planning Committee and Development Permit Process. He said application of the Act is applied to Public institutions and private institutions responsible for human settlement, Person who is responsible for development of land, Public institutions exempted from planning permit procedure compliance and Matters related to land use including: enforcement, appeals, complaints and administrative processes.

He also said the District Spatial Planning Committee is made up of 13 members which the District Chief Executive being the Chairman and the Head of Physical Planning Department as Secretary with additional four members being core members without which meetings decisions cannot hold.

He also talks about activities requiring development permit are erection of any building or structure except those exempted by law, making structural alteration and or transformation (renovation), hoarding of property, planning permission in principle, Change of use/rezoning, sub-division or amalgamation of parcels and extension of time.

They both advised the participants to descend the information to their various constituents and advised them to take permit from the Assembly when they want to undertake a project.
